I find that most text books provide a solid foundation and a good order of English concepts to teach. The readings are usually on par with a student's abilities and the grammar lessons match the reading well. Text books can provide a goal in terms of reading and listening, but the activities in these areas are a bit bland. It is a good idea to create supplementary materials rather than using the ones provided in the book for writing activities especially such as planning and sticking to the topic. My classes use a textbook called Journeys that has some good material, but not enough to make sure the students fully understand each new concept. It is best to provide students with individual assignments created by the teacher, which is what I try to do often in my classes.
