The productive skills are speaking and writing. Speaking focuses more on the fluency of the language, while writing focuses on the accuracy. I do agree that writing is a harder skill, because you need to use the right words, with their respective meanings, spelling, and placement in the structure of the sentence. Whereas, in speaking one can tangle up a couple of words but the one receiving the speech can, for the most part, make out what the person is trying to communicate. The beauty is using both skills to better the other. By one writing out their thoughts, out of practice, homework, personal relief, etc. one can then read, use that receptive skill, and speak out how the phrase came together. By listening, there it is again, that receptive skill, then you can help hone in on what skill needs the refining. Obviously with groups of students together and a teacher's guide.
