It is true that in learning a language there is a need to balance both the receptive and the productive skills. Back then when I was studying Japanese, I struggled with the writing. I did what I can to practice writing since it is completely different from the alphabet. It took me quite some time to memorize and to get used to the strokes and the various readings. Through months of tireless practice writing, I guess my vocabulary slowly improved and this gave me the confidence to gradually develop my speaking skills.
I practiced my speaking skills through the activities we had in class. I added listening to Japanese audio resources so further improve my skills and fortunately, it did pay off in later years. My experience might not be same with other language learners but as for the process of developing the productive skills, it requires tireless practice both in and out of the classroom.
